Mr Dean Capelli
Dean has been involved in the civil construction industry for over 35 years. He has been Managing Director of Highway Construction since he established the company in 1986. Under Dean’s direction, Highway Construction has successfully completed numerous civil engineering projects throughout the State.
Dean has been instrumental in guiding the growth of Highway Construction in recent years. He has overseen the company's bids on a number of high value projects, provided strategic direction for an upgrade in the company's prequalification status to the top level, facilitated joint venture relationships and strategic partnerships with other engineering companies, and directed the recruitment of new engineering and administrative staff to provide the expertise, capacity, and experience needed to deliver more significant projects in the future. This focused effort to build Highway Construction into a leading civil contractor has resulted in the company being awarded two major projects in the last year alone - the $58 million Kwinana Freeway Upgrade in its own right, and the $42 million Dampier Highway Duplication with joint venture partners. |

Mr Paul Saunders, BE (Civil)
Paul has over 17 years Civil Engineering experience in the areas of contracts management, project management, client relations, tendering, design and site engineering and has been involved in the construction of roads and bridges, complex structural works, town redevelopments, major earthworks and blasting.
In his current role as Contracts Manager, Paul’s negotiation, tendering and project delivery skills have been vital in ensuring continued success for Highway Construction. As a senior manager of Highway Construction, Paul is also heavily involved in the business development of the company and corporate management functions, including strategic business actions and relationship building, preparing submissions for joint venture partnerships and prequalification applications, directing marketing and business development activities, and mentoring professional staff.

Mr Mitchell Capelli, BAppSc
Mitch has over 12 years of civil engineering experience with Highway Construction in a range of high level roles. He has performed effectively as a Project Manager on a number of significant Main Roads WA road and bridge contracts, was the company’s Systems Manager for over a decade, and is now performing as our Lead Estimator for tenders and submissions. In recent years, Mitch has moved into a corporate management role with Highway Construction and has taken a leading role in business development activities.
Mitchell has also managed a number of high profile and successful projects for our company, including the Broome Highway Realignment in 2007 and the widening and reconstruction of Great Eastern Highway near Clackline in outer Perth in 2008.

Ms Deanna Mason
As the Group Administration Manager of the Highway Group of Companies, Deanna manages the financial, human resource, assets, records and logistics issues for all permanent and contract staff. In addition to training and supervising administrative support staff, Deanna has particular responsibility for budgetary reporting and financial management. These responsibilities include GST and BAS reconciliation, payroll tax preparation, fringe benefit tax reporting and end of year financial statements.
Deanna is also responsible for arranging bank guarantees and any other financial requirements. This necessitates developing strong business relationships with financial institutions to ensure efficient processing of transactions. Deanna has been with Highway Construction for over 18 years. |

Ms Lucy Lu, B.Com (Accounting & Business Law)
In recognition of the increased financial workload within the Highways Group of Companies following increasing revenues and the acquisition of Materials Consultants and Intersectional Linemarkers, Lucy serves as the Group Financial Controller. Lucy graduated with Honours from Nanjing University of Economics, majoring in Accounting and Taxation, in 1997. Lucy also recently completed a Bachelor of Commerce at Curtin University and is studying towards Chartered Accountant status.
Lucy worked for Dutch Philips Electronics in Shanghai and Hong Kong prior to her settlement in Australia. Her duties with Highway Construction related entities include budgetary reporting and financial management, GST and BAS reconciliation, payroll tax preparation, fringe benefit tax reporting, and preparing end of year financial statements for all companies. |

Ms Lilian Salupalu, BE (Civil) (Hons)
Lilian joined Highway Construction in 2011. She has over 24 years of civil engineering experience. As Commercial Manager for Highway Construction, Lilian’s responsibilities include the development and preparation of bids and tenders, management of design and other consultants in tender and project phases, preparation and review of contracts and commercial arrangements, contract support to project teams and management of corporate systems.
Lilian was previously Asset Integrity Manager at Best Roads Group from 2000 to 2010, where she oversaw the maintenance and upgrade of the Perth North Metropolitan road network under Term Network Contract 8, with an annual budget of $15 million. Following this, Lilian worked for Downer Mouchel from 2010-11 as the Maintenance Delivery Manager on the Integrated Services Arrangement for Perth Metropolitan Area, with an annual budget of approximately $50m.
Lilian is currently studying toward an MBA at the University of Western Australia to further develop her commercial expertise. |

Mr John Powell, BE (Civil)
John commenced working with Highway Construction in October 2009. He brough with him a wealth of experience in working in senior engineering roles on major road construction, mining and quarry projects. He has already served as Project Manager on the reconstruction of Great Northern Highway Section 1A in Upper Swan, Perth, and is currently the Construction Manager on the Dampier Highway Duplication, a joint venture project with Downer EDI Works.
Prior to joining Highway Construction, John worked as a Senior Project Engineer for Leighton Contractors on the $700 million new Perth to Bunbury Highway, a milestone WA road construction project. John has also obtained significant mining infrastructure experience with Macmahon Contractors and Hanson Construction Materials. Amongst others, he project managed infrastructure for the Telfa and Tuckabianna Gold Mines, Broome Quarry and Red Hill Quarry. He also managed infrastructure for the Learmonth Airbase Contract. |

Mr Cameron Lochran, BE (Civil)
Cameron joined Highway Construction in 2011, bringing with him over 15 years engineering experience. He has managed high value projects in a range of locations, both within Australia and abroad. Cameron is currently working as the Project Manager on the Kwinana Freeway Upgrade in Perth. As a result of his career experiences, Cameron has obtained specialist skills and knowledge in both the technical and contractual aspects of civil engineering. He has also managed a diverse range of works, including road and bridge construction, water and sewerage infrastructure, wharf construction, military facilities, and residential subdivisions. Cameron also has substantial experience in the tender and design of major projects, including the estimation of works for the $800 million Ipswich Motorway Upgrade in Brisbane. Prior to joining Highway Construction, Cameron worked in senior roles for BMB Constructions from 2003 to 2010. Most notably, he was an Area Manager for the company on the $75 million tolling upgrade of the Logan Motorway near Brisbane. Cameron also managed their Northern Territory Operations, where he oversaw a number of significant projects for the company. |

Mr Andrew Keane, BE (Civil)
Andrew commenced working with Highway Construction in October 2006 and has project managed various high profile Main Roads WA contracts for our company throughout the State.
Andrew was the Project Manager on the reconstruction and widening of Great Northern Highway Section 2 & 1B in the highly trafficked Upper Swan area. Most recently, he was Project Manager for construction of the Red River Access Road for the Sino Iron iron ore project near Dampier. He is currently working as a Project Engineer on the Kwinana Freeway Upgrade.
Before joining Highway Construction, Andrew worked at Main Roads WA for 5 years, and his experience included management of construction crews for direct managed works throughout the State, and later preconstruction planning for major upgrade works in the Perth Metropolitan Region. |

Jake Loveday, BE (Civil)
Jake joined Highway Construction in November 2008. He is currently working as a Project Engineer on the Dampier Highway Duplication. Prior to this, Jake was situated at our head office, predominantly tendering for projects in Queensland.
Before joining Highway Construction, Jake worked at Main Roads WA from 2005 to 2008 as a Project/Contract Manager throughout the Goldfields and Kimberley regions of WA. He oversaw numerous construction projects in these regions, including the $9 million construction of Broome–Cape Leveque road, which involved upgrading 43km of road from gravel to bitumen. From 2000 to 2005, Jake worked at the Department of Main Roads Queensland as the Project Manager on the Peninsula Road Maintenance Alliance in Northern Queensland, with works valued at an estimated $30 million during this period. |

Mr Tony Hopkinson, BSc (Hons) – Agricultural Engineering Pr Eng, CEng Pr. CPM
Tony is currently working as a Project Engineer on the Kwinana Freeeway Upgrade. Prior to this, Tony was the TNC Asset Works Manager at Best Roads Group, of which Highway Construction was a one third partner. The Term Network 8/99 Contract was a 10 year contrract for the maintenance and rehabilitation of roads in the North Metropolitan area of Perth, which concluded in 2011.
Tony has over 30 years experience in the fields of Civil Engineering and, to a lesser extent, Agricultural Engineering, predominantly in South Africa, including the management of numerous high value and technically complex projects. As the Asset Works Manager on TNC 8/99, Anthony’s attention to detail and strong organisational skills will ensure the co-ordination and provision of the necessary resources for routine, periodic and rehabilitation works and assist with forward planning.

Mr Daniel Harrison, BE (Civil)
Daniel commenced working with Highway Construction in November 2006. He has worked on a number of high value and technically complex projects for the company. Daniel was the Project Manager of the Stage 1 construction of Indian Ocean Drive from Lancelin to Cervantes. He is currently working as a Project Engineer on the Kwinana Freeway Upgrade.
Prior to joining Highway Construction, Daniel worked for MRWA for 2 years in the Kimberley Region. His experience in this region included the management of construction crews for direct managed works, pre-construction planning for contract works, and a Superintendent's Representative role on a major construction contract on Derby Highway in 2006. |

Mr Chris Cheng, BE (Civil)
Chris commenced working with Highway Construction in 2008. He has worked as a Project Engineer and Systems Representative on the Great Northern Highway Section 2, 1B & 1A widening & realignment project in outer Perth and in the same role on the construction of the Red River Access Road for the Sino Iron ore project near Dampier. He is currently working as a Project Engineer on the Kwinana Freeway Upgrade.
Chris was previously employed by Pacific Industrial, where he worked for two years as a Project Engineer on the Hope Downs Reclaimer and Tripper projects, and on the Boddington Gold Mine Steel Works project. |

Yarran Iversen, BE (Civil & Water) & BAppSc
Yarran joined the Highway Construction team in 2008. He first gained experience with our company as a Project Engineer / Systems Representative on widening of Great Northern Highway widening in Upper Swan. More recently, Yarran was Project Manager on the intersection upgrade of Scarborough Beach Road and West Coast Highway. He is currently working as a Project Engineer on the Dampier Highway Duplication.
Yarran completed his final year of university in 2006. Following completion of his studies, Yarran worked as Graduate Construction Engineer for a local council in NSW. |

Mr Joel Capelli, BBus
Joel has been with Highway Construction for over 10 years. He has performed as a Systems Management Representative on a number of high profile projects throughout WA, including the Stage 1 construction of Indian Ocean Drive from Lancelin to Cervantes and the widening of Great Northern Highway in Upper Swan. In recent years, Joel has assumed greater responsibility and performed in a project engineering / management role on a number of projects. He is currently working as a Project Engineer on the Dampier Highway Duplication Project.
Prior to joining Highway Construction, Joel worked in business and administration related roles for a number of companies around the world.

Mr Dale Blackman, BE (Civil)
Dale joined Highway Construction as a Project Engineer in 2011 after gaining valuable experience working in engineering and management roles on a number of road and bridge construction projects prior to joining our company. He is currently working as a Project Engineer on the Kwinana Freeway Upgrade in Perth.
Prior to joining our company, Dale worked for Main Roads WA in the Kimberley Region from 2007-10. He was a Project Manager on Great Northern Highway Ellendale Stages 1 and 1B, and Derby Highway Stage 5. In late 2010, Dale transferred to Perth, where he worked as a Project Engineer for Main Roads WA on the CityEast Alliance for the Great Eastern Highway Upgrade. |

Mr Jay Capelli, BComm Studies & MCommSt
Jay is providing his marketing and communications skills to promote Highway Construction’s business development and corporate image. As part of his duties, Jay has coordinated the development of the Highway Construction website and intranet and the production of a corporate profile brochure.
Jay also manages the development of promotional material for Highway Construction and its related entities. He has also been responsible for writing, preparing and editing a number of written submissions for works contracts and prequalification applications. Jay also assists in the recruitment of engineering and administrative personnel to the company.
He is currently studying towards a Juris Doctor degree at Melbourne University. |

Ms Tina Hopkins
Tina joined Highway Construction in mid-2011 as our Accounts Officer. This role was created to provide further support to the administrative team at our head office. In her position, Tina’s responsibilities include accounts payable and receivable, accounts reconciliation, bank reconciliation, BAS reconciliation and processing, invoice management, and general administrative duties. She has over 5 years of accounts experience with a number of large companies.
Tina has a Certificate III in Business from the West Coast Institute of Training.

Ms Pia Hill
Pia joined Highway Construction in 2009. In her time with the company, Pia has gradually assumed greater responsibilities and is now a key member of Highway Construction’s administrative team. As an Administration Officer, Pia’s responsibilities include distribution of mail and invoices, accounts entering, document control, coordination of flight, travel and accommodation bookings, personal assistance to Managing Director and senior staff, preparing corporate meetings, petty cash reconciliation, and general administrative and reception duties.
Pia has a Certificate III in Business Administration from Challenger Institute of Technology.
