Dean Capelli Mr Dean Capelli, MIMES
(Managing Director)

Dean has been involved in the road and bridge industry throughout Western Australia for over 35 years. He has been an owner and Managing Director of Highway Construction Pty Ltd since its inception 22 years ago. Under Dean’s direction, Highway Construction has successfully completed numerous civil engineering projects throughout the State.

In 2001, Dean and venture partners secured a 10-year term network contract from MRWA for road rehabilitation and maintenance in the metropolitan area. The contract has been undertaken by Best Roads Group, of which Dean is a principal. Through his Lesdean Pty Ltd investment company, Dean has overseen the development of a number of high value commercial and residential properties in Perth, Melbourne, and Europe.


Paul Saunders Mr Paul Saunders, BE (Civil)
(Contracts Manager)

Paul has over 17 years Civil Engineering experience in the areas of contracts management, project management, client relations, tendering, design and site engineering and has been involved in the construction of roads and bridges, complex structural works, town redevelopments, major earthworks and blasting.

In his current role as Contracts Mananger, Paul’s negotiation, tendering and project delivery skills have been vital in ensuring continued success for Highway Construction. As a senior manager of Highway Construction, Paul is also heavily involved in the business development of the company and corporate management functions, including strategic business actions and relationship building, preparing submissions for joint venture partnerships and prequalification applications, overseeing promotional/marketing initiatives, and mentoring professional staff.
 


Mr Wayne Blisner, BE (Civil)
(Business Development Manager)

Wayne has over 38 years civil engineering experience, and has lent his expertise in project management and consulting to private clients and government agencies in recent years. He has a strong background in the project management of road and bridge projects to delivery stage, contract management of road, bridge and tunnel projects, and quality assurance. Wayne is currently coordinating Highway Construction’s bid with Joint Venture partners for the new Main Roads WA ISA Network Contracts to be released in the coming months.

In 1996, Wayne established Blisner Civil Project Management and has since managed and/or provided engineering and quality assurance services on a number of high value and technically complex projects for MRWA around WA. These include preliminary design for the $130 million Fitzroy Gogo design and construct project in 2007 and contract management the $45 million major roadworks project near Sawyers Valley in 2006. As a Contract Manager for MRWA, he also partnered effectively with Highway Construction on the highly successful Broome Highway Realignment in 2007.
 
 
Mitchel Capelli Mr Mitchell Capelli, BAppSc
(Systems Manager)

Mitchell started with Highway in 2000 as an assistant quality management representative. He has since progressed to become the chief quality and systems manager for Highway Construction projects around the state and for the company’s general business operations. Mitchell is responsible for regular audits to ensure the highest standards and proper procedures are implemented. 

Mitchell has also managed a number of important projects for our company, including the highly successful Broome Highway Realignment in 2007 and the widening and reconstruction of Great Eastern Highway near Clackline in the same year. Mitchell is now moving into a new phase of his career, in which he will assist in tendering for contracts, preparing company submissions and marketing and business development whilst continuing as Systems Manager.
 


Deanna Mason Ms Deanna Mason
(Group Admin Manager)

As the Group Admin Manager of Highways Group of Comapnies, Deanna manages the financial, human resource, assets, records and logistics issues for all permanent and contract staff. In addition to training and supervising administrative support staff, Deanna has particular responsibility for budgetary reporting and financial management. These responsibilities include GST and BAS reconciliation, payroll tax preparation, fringe benefit tax reporting and end of year financial statements.

Deanna is also responsible for arranging bank guarantees and any financial requirements. This necessitates developing strong business relation-ships with financial institutions to ensure efficient processing of transactions.

Deanna has also managed the implementation of customised accounting and payroll systems at companies acquired by Highway Construction in 2007/08, Materials Consultants and Intersectional Linemarkers.  


Ms Lucy Lu, BEc (Accounting & Taxation)
(Group Financial Controller)

In recognition of the increased financial workload within the Highways Group of Companies following increasing revenues and the acquisition of Materials Consultants and Intersectional Linemarkers, Lucy serves as the Group Financial Controller. Lucy is a degree qualified accountant studying towards a CA. She graduated with Honours from Jiangsu University of Economics, majoring in Accounting and Taxation, in 1997. 

Lucy worked for Dutch Philips Electronics in Shanghai and Hong Kong prior to her settlement in Australia. Her duties with Highway Construction and our group of companies include budgetary reporting and financial management, GST and BAS reconciliation, payroll tax preparation, fringe benefit tax reporting and end of year financial statements for all companies. 
 



Mr John Powell, BE (Civil)
(Project Manager/Engineer)

John commenced working with Highway Construction in October 2009. He brings with him a wealth of experience in working in senior engineering roles on major road construction, mining and quarry projects. He is currently assigned as our Project Manager on the reconstruction of Great Northern Highway Section 1A in Upper Swan, Perth.

Prior to joining our company, John worked as a Senior Project Engineer for Leighton Contractors on the $700 million new Perth to Bunbury Highway, a milestone WA road construction project. John has also obtained significant mining infrastructure experience with Macmahon Contractors and Hanson Construction Materials. Amongst others, he project managed infrastructure for the Telfa and Tuckabianna Gold Mines, Broome Quarry and Red Hill Quarry. He also managed infrastructure for the Learmonth Airbase Contract.


Mr Andrew Keane, BE (Civil)
(Project Manager/Engineer)

Andrew commenced working with Highway Construction in October 2006 and has taken the role of Contractors Representative on MRWA contracts at Donnybrook, Broome and Great Northern Highway in Upper Swan. Andrew’s projects have been well managed and he has obtained experience in terms of detailed staged construction and traffic management in a heavy haulage route environment.

Andrew is currently Project Manager on the reconstruction and widening of Great Northern Highway Section 2 & 1B in the highly trafficked Upper Swan area.

Andrew worked previously for MRWA for 5 years following graduation, and his experience included management of construction crews for direct managed works, and later preconstruction planning for major upgrade works in the Perth Metropolitan Region. 


Jake Loveday, BE (Civil) 
(Project Manager/Engineer)

Jake joined Highway Construction in November 2008. He is currently situated at our head office, assisting in tendering for projects in Queensland, for which he is our proposed Project Manager.

Prior to joining Highway Construction, Jake worked for Main Roads from 2005 to 2008 as a Project/Contract Manager throughout the Goldfields and Kimberley regions of WA. He oversaw numerous construction projects in these regions, including the $9 million construction of Broome – Cape Leveque road, which involved upgrading 43km of road from gravel to bitumen. From 2000 to 2005, Jake worked for the Department of Main Roads Queensland as the Project Manager on the Peninsula Road Maintenance Alliance in Northern Queensland, with works valued at an estimated $30 million during this period.


Mr Tony Hopkinson, BSc (Hons) – Agricultural Engineering Pr Eng, CEng Pr. CPM
(TNC Asset Works Manager)

Tony is the TNC Asset Works Manager within the Best Roads Group, of which Highway Construction is a one third partner. He has 26 years experience in the fields of Civil Engineering and, to a lesser extent, Agricultural Engineering in South Africa, including the management of numerous high value and technically complex projects. As the Asset Works Manager on TNC 8/99, Anthony’s attention to detail and strong organisational skills will ensure the co-ordination and provision of the necessary resources for routine, periodic and rehabilitation works and assist with forward planning.

 

 

 

   
  Mr Peter Jovic, Dip OHS, OHS Auditor
(HSEQ Manager)

Peter joins Highway Construction after gaining substantial OHS, Environmental and Quality experience in the mining, oil & gas and manufacturing industries. He has worked in senior safety roles for large companies such as BlueScope Steel and BHP Billiton. Peter has completed postgraduate studies in OHS and is a qualified OHS auditor. He has also completed numerous accreditations and training courses that have broadened his skills and competencies in HSEQ Management.

Peter’s long term responsibilities as HSEQ Manager will be to implement, maintain and audit Highway Construction's Integrated Management System to ensure that our company achieves the highest standards in health and safety, environmental and quality management and continues to comply with state and federal legislation and third party certifying bodies.
   
Mr Daniel Harrison, BE (Civil)
(Project Manager/Engineer)

Daniel commenced working with Highway Construction in November 2006. He has worked on a number of valuable and technically complex projects for the company. In particular, Daniel was the Project Manager of the Stage 1 construction of Indian Ocean Drive from Lancelin to Cervantes. This high profile project was well managed by Daniel and accordingly received positive feedback from our client MRWA and the local community. He was also the Project Manager on the recently completed reconstruction of Derby Highway and Great Northern Highway near Derby.

Prior to joining Highway Construction, Daniel worked for MRWA for 2 years in the Kimberley Region. His experience in this region included the management of construction crews for direct managed works, preconstruction planning for contract works, and a Superintendent's Representative role on a major construction contract on Derby Highway in 2006.


Mr Chris Cheng, BE (Civil)
(Project Manager/Engineer) 

Chris is currently working as a Project Engineer and Systems Representative on our Great Northern Highway Section 2 & 1B widening project in outer Perth. Chris was previously employed by Pacific Industrial, where he worked for two years as a Project Engineer on the Hope Downs Reclaimer and Tripper projects, and on the Boddington Gold Mine Steel Works project. In his short time with the company, Chris has displayed a strong work ethic and impressive capability as a Site Engineer and QMR.

                                                                                                        
Mr Aaron Jobbins, BE (Civil)
(TNC 8/99 Construction Manager)

Aaron serves as the Construction Manager for the TNC 8/99 maintenance contract, which is being undertaken by Best Roads Group. Aaron has over five years experience in geotechnical engineering and design and supervision of land development projects with BSD Cardno. As the Construction Manager of TNC 8/99, Aaron’s responsibilities include the costing and programming of works; procurement and allocation of plant, personnel, materials and subcontractors pertaining to construction works; and the direct management of construction works. Aaron reports to senior management of both Best Roads Group and Highway Construction.


Yarran Iversen, BE (Civil & Water) & BAppSc
(Project Engineer)

Yarran is a relatively new addition to the Highway Construction team. He is currently situated on our Great Northern Highway widening project in outer Perth, where he is assisting in systems management and site engineering for the project.

Yarran completed his final year of university in 2006. Following completion of his studies, Yarran worked as Graduate Construction Engineer for a local council in NSW. His responsibilities were varied in this position and included assistance in the management of road construction projects, liaison with council clients and construction crews, implementing public information programs, preparing environmental reports, managing project documentation, quality assurance, and carrying out site inspections. 


Mr Joel Capelli, BBus 
(Systems Management Representative)
Joel has represented Highway Construction as our Systems Management Representative on a number of high profile projects throughout WA. He assists the Project Manager and engineers with site administration, including cost control, invoices, personnel issues, purchasing and wages. Joel reports to the Systems Manager and has lines of communication to the Project Manager and project engineers. He also liaises with soil testers and surveyors as part of his quality management duties.


Mr Jay Capelli, BComm Studies & MCommSt
(Communications and Business Administrator)


Jay is providing his marketing and communications skills to promote Highway Construction’s business development and corporate image. He is currently overseeing a promotional campaign to accompany the company’s planned growth and expansion into Queensland. He has coordinated the development of our new website and intranet and the production of a corporate profile brochure. Jay also assists in the recruitment of engineering expertise to the company, and managing the development of newspaper and magazine advertisements for the Highway Group of Companies. He is also responsible for preparing written submissions for EOI and prequalification applications.
